Reduntant script (Freezing4rates) Empty Reduntant script (Freezing4rates)

Posting this from my own knowledge, do not claim to know 100% about servers and yours may be done the way they are for a reason.

BUT: the freezing players to control their rates is no longer required.

The reason for the script was clients using the: cl_restrict_server_command
cvar to block the server side commands "sv_minrate; sv_mincmdrate; sv_mindupdaterate; sv_maxrate; sv_maxcmdrate; sv_maxupdaterate"
this cvar was long ago removed from cs for reasons similar to this.

A lot of admins have a problem with servers using these commands as it will still display the client as having the wrong rates, because that is whats set in the client console. The rates of the client WILL however be forced to fit whatever minimum and maximum you have set.

Lets face it, some players aren't smart enough to change their own rates, they'll sit there frozen complaining until they ragequit. This cvar method solves that as well as reducing server load (By the tiniest amount imaginable) and reducing workload for players and admins.
